Two approaches:

Chasing flat-ground pace. If your 5K pace is 8:30/mile, running 8:30/mile at 7% incline is not a hill repeat—it is a max test. Slow down until RPE hits 7–8.

Incline too steep too soon. Above 10%, form breaks down for most recreational runners. Stay in the 5–8% range for repeat work. Reserve steeper grades for short 15-second power sprints.

Skipping recovery BPM. Jogging recovery at 145 BPM because "easy running music" feels better is how you end up doing six mediocre reps instead of eight strong ones. Recovery should feel almost too slow.
